I am using LSPD & Friends, SAHD & Friends, and LSSD & Friends. I am wondering how to get these different departments to use these ELS vehicles as only LSPD is using them. PLease help, I can't find support anywhere else.

Those packs you referenced are not a replace but add-ons. 

 

You will need to download replace vehicles that are ELS for it to work that way. 

I noticed on this topic you referenced that you had :

LSPD & Friends

SAHP & Friends

LSSD & Friends

 

Those specifically caused me game to have those issues you are having. So I would recommend removing them and try installing this instead: 

 

This is a replace so it will replace the current cars that are actually in the game:

 

Police 

Police2

Police3

 

!This pack is ELS also! 

This one will replace:

 

Sheriff

FBI

 

!This pack is ELS also!

I thank you for helping me but I actually figured out this issue and the other issue. I had installed Traffic Policer which is outdated. I do recommend using those addon packs as they have lots of agencies, the only issue is that you have to do a lot of XML coding in order to spawn them with Ultimate Backup and Jurisdiction+. I do appreciate your reply and it is pretty helpful, thank you.
