My cursor is stuck

Whenever I open Rage plugin hook my cursor gets stuck all the way at the left side of my screen and I can't move it at all. I have the following plugins, Computer+, Better EMS, LSPDFR+, OP Immersive Dispatch, Stop The Ped, Ultimate Backup, and Vocal Dispatch. The screenshot shows where my cursor gets stuck at I cant move it any further to the left and this is only when I load the LSPDFR plugin, NOT force duty or go on duty.

Is there a fix for this issue?
