The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I tried the Load no plugins on startup (Using the ReloadAllPlugin in the console) and load all plugins on startup and it crashes and it says that "LSPD First Response.dll Has Crashed!" Windows defender disabled

    I'm not really the best for this but you can try increasing the plugin timeout threshold in the rph config. You can do that by launching rph exe and holding shift (incase you didn't know). Hope that helps a bit sorry if it doesn't.

    Install LSPDFR manually.
    Then, if that causes issues please attach your RagePluginHook log - a text document found in your main directory.
