Rename your mods folder to _mods and retry.

Do you have a custom gameconfig? if not car packs cause the game is be instable and possibly crash. especially with ELS, you need a couple more stability mods in order to use them such as heap adjuster and packfile adjuster which you can find in my tutorial here - 

 

ELS does not require a gameconfig.

That's incorrect.
 

 

Well scripthookV caused my game to freak out so im just going on experience on scripthookV.

Okay, but ScriptHookV does not require a custom gameconfig.

All it does is load .asi files alongside dinput8.dll.
