First time I download this mod and it does not work for me, that is, it does not mark the police stations or anything. Do I have to have the game 100% complete? I have not completed it, I take 15%.

Absolutely not, to play the LSPDFR you only need to have completed the prologue and the second mission;

the fact that you are unable to "enlist" in the police is only because you have not loaded LSPDFR: there are two ways to do this:

• Manual installation: key "f4" and type LoadPlugin LSPD First Responde.dll;
• Automatic Installation: Once Ragepluginhook has started, click the gray gear on the screen and go to the Plugins section and select Load these plugins at the startup and select LSPD First Response;

The last route is the one recommended as it is faster

Is there anyway to go back and play the prolog and second mission after downloading LSPDFR? I accidentally downloaded lspdfr not knowing i had to complete this first.

It doesn't matter so much even if you have LSPDFR installed, the first two missions let you play them regardless
