hi, ever since i have installed gta 4, i get this weird bug where when i sprint or im driving a car, the game seems to go into like a slow motion kind of thing for a split second and then go back to normal. does anybody else have this problem? if so,how do i fix it?

p.s. i do have the latest patch installed, and its been happening even without patches
