The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If you cannot accept calls with y, then it is possible that the y key is not associated with call acceptance: go to Settings / LSPDFR / Keys and within the screen check which key is associated with the affected command

The key is set to y, any idea what else could be causing it?

 

Do you have a mods folder?
If so, try disabling it, renaming it, for example, to _mods.
If the problem persists also try to disable the Plugins folder in _Plugins;
in this way we will better understand if one of these plugins is preventing the correct functioning of LSPDFR
