Random red dots are suspicious previously escaped. To disable this option go to the lspdfr folder and enter the lspdfr.ini file; inside the file find and modify the following option by copying and pasting it:

Ambient.DisableEscapedSuspectEncounter = true

Red dots are created by GTA V itself in this case.

They are ambient peds - created by the game itself. You somehow made these peds angry and they started to attack on you. So the game adds a red blip to let you know that these peds are enemies you have to get rid of.

These peds could also spawned by other modifications, or you somehow messed up with your relationship configuration

just not because if I do not have lspdfr installed, then all git and these dots appear because 30 seconds as I take the vehicle out of the garage and they come with the same vehicle and shoot and they are done more and more so it's not by gta because without lspdfr modification I do not have @RelaperCrystal

Did this happen in vanilla game? Try Disable your ASI loader?

@Mlody Kacperek: Rename dinput8.dll to _dinput and try again, if you have that file.

where can i find this file? @RelaperCrystal

You can find dinput8.dll in your game directory where GTA5.exe was located. If you don't have that file, it means you don't have an ASI loader.

I don't know what to recommend anymore, because it has always worked.
Just to try if you have any callout plugins have you tried removing them to see if the problem is some of your plugins?
