Random red dots are suspicious previously escaped. To disable this option go to the lspdfr folder and enter the lspdfr.ini file; inside the file find and modify the following option by copying and pasting it:

Ambient.DisableEscapedSuspectEncounter = true

Red dots are created by GTA V itself in this case.

They are ambient peds - created by the game itself. You somehow made these peds angry and they started to attack on you. So the game adds a red blip to let you know that these peds are enemies you have to get rid of.

These peds could also spawned by other modifications, or you somehow messed up with your relationship configuration

Did this happen in vanilla game? Try Disable your ASI loader?

 

How to explain it to you I just installed lspdfr and I wanted to play normally but it was not possible because when I left they start shooting at me when they are lost, new ones appear (Try Disable your ASI loader) how to do it? @RelaperCrystal

You can find dinput8.dll in your game directory where GTA5.exe was located. If you don't have that file, it means you don't have an ASI loader.

There is still this solution:
change this line in the same ini file as lspdfr:

Main.DisableGameBlipHiding = true

It never happened ..
I can advise you to manually reinstall lspdfr and repeat the above changes

I don't know what to recommend anymore, because it has always worked.
Just to try if you have any callout plugins have you tried removing them to see if the problem is some of your plugins?

Could you kindly paste a new screen of your options into the lspdfr.ini file? Just to check that everything is correct
