I just had this problem recently today where I tried to use the ReloadAllPlugins command from the F4 menu (mine is set to F3), but it just stalls when it tries to load LSPDFR. This just happened an hour ago, and it was working fine this morning. I haven't added anything new. It usually loads my character, but now it just freezes as Franklin in a blur. I am able to hear everything, but the screen is stuck on an infinite loading LSPDFR loop.
