Pants look dirty when I select a saved character

This issue has been throwing me for a loop for a couple weeks now, I've googled it over and over and apparently I'm the only person who's ever had this issue lol.

 

Whenever I load into my private server to test some textures, if I put my pants on an unsaved character or load up an outfit right from the Saved Peds menu they look how they should, but if I put them on a saved MP Character they look dingy and dirty, like there's a dirt layer or something applied over them and it seems like it slightly changes the shade of the color as well. Just to be sure I've tried the "Clean Player Clothes" option in vMenu with no success. The issue doesn't seem to happen on any shirts I've made, only pants. This is a huge issue when I put the pants into a public server and anyone who puts them on sees them as dirty or dingy.

 

I've made sure I'm saving the DDS as 8.8.8.8, and I've tested it with several other options as well just to be sure. The Mipmaps seem to be fine, I can't figure this out for the life of me.

Any help at all is appreciated, it's very possible I'm just being stupid and forgetting a tiny detail somewhere along the line.
