Need assistance with getting brighter police lights

so last time i played LSPDFR was a while ago and everything worked fine.  i saved the visual settings file and reinstalled gta to make sure everything was up to date and just dragged and dropped the old visual file into the newly installed game.  and the lights didn't change at all.  now I've installed visual V and radiance V and tried to manually change the values in the visual settings file.  but absolutely nothing is happening.  the lights stay the exact same even when i tried to set the value in the visual settings file to like a ridiculous number that should make the lights really bright.   i can't seem to figure out why the lights aren't getting brighter so now I'm here to ask.  hope someone can help me
