Changing policeb to a highway patrol car

Hello all,

I've been trying lately to change the policeb to a highway patrol car. But everytime I put it in the car shows up glitched leaning to the side basically taking the form of the police bike. It still shows all the police bike lights and engine sounds and doesn't show the police cars engine sounds and lights like it does for other cars in the game.

Is there anyway to get a car into that slot using a cars functions like the rest in the game? I'm just sick of seeing police bikes on the highway and would rather see a better trooper car to make the gameplay better.
