my gta5 base game boots and loads up perfectly fine but i try RPH it just says populating game world for around 15 mins (then i just quit gta5) here if my RPH log -RagePluginHook.log

Update LSPDFR.

Failing that; rename your mods folder to _mods and retry.

did both of these and game has loaded but no custom cars etc

This means the issue is in your mods folder.

To confirm, is it updated?

im not to sure i think i have a few outdated mods but i updated lspdfr and it works fine 

but i still have no custom cars etc because my mods folder is still disabled

Plugins are different to mods for clarification.

If you open your mods folder, do you get a green banner saying it needs to be updated?

this is whats displayed in my mods folder

The you've got an error in there.

Have you installed a custom gamconfig & heap adjuster?

yes i tried to fix this i download pack file limet ajuster, custom game cofic for 125+ vehicles (or somthing like that) and the heap ajuster

This means you aren't missing these requirements.

You can either revert your recent changes; if you cannot do that you will need to start a fresh mods folder.
