ELS 'J' stage 3 have stuck lights

Hello,
I hope i can still find there some guys who can help with the problem.
My ELS have stuck upper lights on all police vehicles after pressing 'J' 3 times.
I have not encountered with this type of problem yet.
I have a moderately modified GTA IV but i tried it already uninstall GTA IV and again load mods what i had on previous copy of the game and there is still same problem.
Maybe there is something what breaking it but i don't know what.
Windows 10, Steam GTA IV 1.0.7.0 version

I've also tried the install fresh GTA IV 1.0.7.0 version and adding this NYPD car pack to the game and the lights worked.
I didn't touch of anything in ELS folder, i just putted .ini ELS files of NYPD car pack.
So i really don't know what's stopping him in my currently moderately modified GTA IV.

Is it just the Impala that doesn't work?

and did you install the Impala for the police or police2 slot?

I have only Impala in game on POLICE slot because i wanted to do testing on my actual moderately modified GTA IV if lights are still bugged.
Other cars from NYPD car pack if have upper lights are too bugged, same as Impala but unmarked cars from NYPD car pack worked as they should.
Btw, i removed NYPD car pack and load other car pack with ELS .ini and they didn't have problem.
I don't understand this issue.
But like I said, on pure GTA IV all NYPD cars work as they should.
So there must be some faulty mod that spoils it.

I would love to help but I believe the only way to find out which mod is causing the problem is by installing them one by one and see at which point it breaks the ELS Rotators (DROT). Normally this problem is caused by installing the car model on another slot than POLICE, POLICE2, FIRETRUK or AMBULANCE (EFLC: POLICE3, POLICEB)

 

You installed everything correctly as what I can see from the logs.

Thank you for your willingness to help me.
But I know that I will not return to GTA IV so soon, because I have an awful lot of mods there and I don't want to deal with it now.
Like you said it's headache.
It is a pity that they did not combine these 2nd games into one.
I wouldn't have to install a better handling mod on cars in GTA V and similar things that GTA IV picked up.
I miss more reality things in vanilla GTA V.
