The next few things to try:

• Run this: https://www.microsoft.com/en-gb/download/details.aspx?id=30135
• Make the GTAV folder an exception to your antivirus + Defender
• A scannow
• Remove RAGE from your directory then start over again.

At the moment I have only installed the program and it seems that it is going well I will try it later more calmly and I tell you
