Unable to spawn addon cars

Hey all! I am looking for a bit of help here. I am having problems spawning addon cars, regardless of the method used. I have all of my files up to date, including ScripthookV, Gameconfig, etc.

 

The specific problems I am having is that the vehicle first will not spawn, then my textures will start going haywire. The more I try and spawn, the more the textures go. This used to fix itself with time, roughly 5 minutes and I could spawn my vehicles. However I can no longer spawn any addons at any amount of time now. If anyone is able to help, it would be greatly appreciated!
