The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I managed to get it to work on 1.0.2215.0 (SocialClub Version)

 

1 - Download the v1.0 of No_GTAVLauncher 2.0 (SocialClub version only) and extract it to your GTA V directory.

2 - Create a shortcut of the file (No_GTAVLauncher.exe) along with R* Launcher, RagePluginHook and GTAV (if you haven't already).

3 - Add this line -scOfflineOnly to the Target line for the following shortcuts in their properties R* Launcher, RagePluginHook & GTAV (Can probably skip the last one but I haven't tested it yet)

     (Example: "D:\Rockstar Games\Grand Theft Auto V\RAGEPluginHook.exe" -scOfflineOnly

4 - Launch RagePluginHook and wait till it says 'Launching Game..."

5 - Launch No_GTAVLauncher.exe.

6 - Profit!!!

 

I'm not sure if this will work for Steam or Epic Games version or if there is already a workaround for those. This took me hours of trials and errors to finally make it work so hopefully this will help someone.
