The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Try to remove everything inside the commandline (.txt) then save and close.

Try also to disable the mods folder renaming it for example to _mods (if you have one)

When I disabled mods folder it worked.

You can now, try to re-create that folder (sometimes it workes) or analize piece by piece what did you installed inside that cause these problems
