Recurring issues after Windows updates

Hi again, i feel like i post here every week at this point lol.

I've already had this issue happen to me in the past and posted a thread about it too, but didn't get any success from it, and i'm not sure how it ended up fixing itself last time since it's been months now, but it fixed itself in the end.

This happened after i updated my Windows, so i start up the game & it starts up, and then gets stuck on "loading story mode" for a long time, and then proceeds to go to "populating game world" and just loads infinitely on that. I back out of the game and the ragepluginhook.exe is gone. Just disappeared. This happens every single time. I can start up normal GTA V without RPH fine, though.

Solutions i've attempted, without success:

Renaming mods folder

Clean install

Uninstalling the windows update, reversing it back to the previous version i was able to play on

Updating graphic drivers

I don't have a virus scanner and only use Windows Defender, and i created an exception for the GTA V folder and the RPH.exe in that

Allowed the ragepluginhook.exe through Windows Firewall

I made sure that i had all permissions for the Grand Theft Auto V folder

Verifying the integrity of the game

I've also tried searching where my computer moves the RPH.exe to. It's not in quarantine with Windows Defender, it's not in the trash, i just can't find it lol.
