I believe you are currently facing a bug.

I am actually aware of this and have created a thread to make the developers aware:

 

 

Before I come to that conclusion try each step, and if that doesn't work try the one after:

1. Rename your mods folder to _mods
2. Move dinput8.dll from the GTAV directory to your desktop
3. Try a different save of the game

i changed the mods folder and it finally worked so whats that mean?

Try removing it.
