Police Spawn issue

Alright so I have been having a weird issue with police 1-3 spawning randomly in the city with no one inside of them. I haven't had it happen to me in the county that I have seen and only happens with police 1-3 cars that I've noticed. It may spawn as in the picture but also will spawn in clusters of 3 to 6 maybe more, which in turn make me have texture loss usually within 30 minutes. I also will notice some of the ELS lights steadily on like I don't have am XML for those vehicles even though I do. Even weirder The Police slot vehicles will sometime spawn with a bald male/female hybrid creature standing on top of the vehicle. I regrettably don't have a photo of that. So has anyone experienced anything similar? Obligatory loadout list...

ALPRLite, City Callouts, Compulite, Custom Pullover, Faya Callouts, Jurisdictions+, Pragmatic Callouts, Regular Callouts, RichsPoliceEnhancement, Simple Callouts, SpeedRadarLite, StopThePed, Super Callouts, Typical Callouts, Ultimate Backup, Variety Callouts, Wouters Callouts.

Also I have tried different models with the same results and I do still have regular police cars with drivers driving through traffic. I have also looked through my rage log once it happens and dont see anything out of the ordinary.
