The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

That isn't the issue. GTAV needs to be updated -> RAGE already is as it says this:

Nope -> you've just installed it in the wrong place - it goes in your main directory

Also, this file is in my main directory. If I go to where it says it's installed, it isn't there.

This means you have an issue in your mods folder.

I just updated whatever they told me to update in #announcements on the discord in OpenIV. Now, my plugins won't load. I hold shift while booting up Rage and there are no plugins I can load on start up, the entire list is just blank.

Ok so in my plugins folder, there is another plugins folder so basically my LSPDFR file is in Grand Theft Auto V/Plugins/Plugins/LSPD First Response, if I move those files to Grand Theft Auto V/Plugins/LSPD First Response then the plugin crashes on start up. 

Okay.

Note to remember: Don't change paths because you think it may work. It won't 🙂

 

Put them in GTAV/Plugins and when it crashes send a log
