The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hello!

 

I am using NYPD Mega Pack by Walters with ELS,

and when i turn on the sirens they have weird cups on them that

change from bulb to bulb...

 

Even when i use default E to turn sirens on, the cups remain.

    That sounds to be a carcols issue, make sure you installed the custom carcols file and carvariations file where the readme said to install them.
