How to brighten the environment lighting of emergency vehicles?

I currently play on a RageMP server and I have looked every where but I am unable to find the answer to my question so I thought I'd try here.

 

The light fixtures on vehicles I have successfully made brighter by editing the visualsettings.dat file but now, I want to make the emergency lighting environment reflections brighter.

What I mean by this is that the lighting given off from the light fittings and that shows onto roads, buildings.. any objects, I want to make this brighter and more visible. I have done it before but I cannot remember how I did it.

 

An example of what I mean can be seen below, the red and white lights from the police car behind this character are reflecting onto the surrounding buildings. This is what I would like to make more visible for myself (image is from a youtube video and not my current setting.

 

Also, just to mention, I don't believe ELS can be used on RageMP so any changes I am making is to the GTA V files themselves through OpenIV.

 

Any help is appreciated.
