Unable to hook

So i've been researching, reading, trial and error, for over a week and I'm still unable to play LSPDFR. When I load rph it will launch the game but it doesn't hook. So far I have

Forced windowed mode

re installed using the manual install

installed rph directly from rphs website

checked permissions on gta and rph

changed timeout from 10000 to 60000

loaded gta first, waited until sirens, then load rph (rph will load and gives error that gta is already running)

Load gta, so to story mode then load rph (same error as above) 

 

Any help would be greatly appreciated!!! 

Windows 10, GTA from Rockstar (not steam or epic)

Send me a screenshots of the: GTA Main directory, Plugins folder, Plugins/LSPDFR folder, LSPDFR folder.
