No, I bought the game on instant gaming and I keep it for rockstar games

While you get access to the Windows Defender settings try this:

I just added the exception and I followed your instructions but unfortunately he keeps telling me "slow system or insufficient permissions"

Unfortunately yes. I hope I can solve this problem with you. I love lspdfr.

In your commandline force windowed mode by adding: -windowed

 

Then load RAGE at the siren screen.

If it still doesn't work attach a video!
