The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

How is spawn determined when you launch the game?

Sometimes when I launch the game I spawn in my apartment off duty, while other times I spawn already on duty right next to a police station. How is this determined? Or is it just how LSPDFR works?

    Yes, you can set random, at your apartment or at the police station. At the station can be anywhere from standing outside on duty to just arriving
