How is spawn determined when you launch the game?

Sometimes when I launch the game I spawn in my apartment off duty, while other times I spawn already on duty right next to a police station. How is this determined? Or is it just how LSPDFR works?

The spawn point can be set using the LSPDFR menu

Yes, you can set random, at your apartment or at the police station. At the station can be anywhere from standing outside on duty to just arriving

It's not reliable though. For some reason it doesn't work for me as I still get spawned in random locations even thought in the settings when pressing M, I set the spawn location to last played.
