GTA crashing on loading screen

Hello people, could you guys help me locate the problem that's causing my game to crash when it starts to load story mode? I loaded up GTA without the mods and plugins folders installed and it started up and played just fine. The crashes started happening right after I installed the pack I listed below and also after I edited the handling line and defusetint for sheriff2 in the vehicles.meta file. I have also attached my RPH log for the most recent crash.

Its an automatic installer / uninstaller.oiv so I dont know if that leaves something that could cause it. but I ran the uninstaller and deleted the file from my computer and it is still crashing.

The uninstaller should just revert back to vanilla files, but it may have messed up being an OIV and all
extract the OIV using 7zip or rename it to .rar rather than .oiv and extract with winrar and follow the paths it gives to the vanilla files in your base game and put those in place of the ones in the mods folder
That may help but it also may not, if you want to check if the meta causes it you can check that first

Hey so I reverted my changes in the meta file and it got a little further than it was in the loading screen but now it crashes when it finishes loading all my normal plugins, heres the latest logs. Actually, i didnt revert one change in the meta file, the defuse tint line, I put it too 0x00FFFFFF, do you know what the default defusetint code is for sheriff2?

So I replaced the sheriff2 slot with a clean stock line of code and it still crashes, here is the latest log, i honestly cant tell whats going on here.
