I hope this post is fine but can I install 

Enhanced Emergency lighting, custom visuals and Radiance V, and Ai Traffic Fluidity & Discipline all in open IV correctly, without it messing up my game like crashing it?

F&D is not related in any way to visuals so it would not interfere with those in any way
Enhanced Emergency Lighting is a carcols file so it should be fine
Radiance V and Custom Visuals are both a visualsettings.dat, you can only install one of them. Custom Visuals does come with a fix for the taxi and tram signs, you can install that part with Radiance V if you want to, it won't conflict.
If you install VisualV, Natural Vision, Visual Vanilla or any other graphics overhaul mods like that you will need to reinstall any visualsettings you install

Okay just wanted to make sure I can install them, I already installed Radiance V, I will install F&D and Enhanced Emergency Lighting
