The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Emergency lights are fine up close, but dim significantly from a distance

When I'm driving or standing near the vehicle, the ELS emergency lights are perfectly fine and bright. However, if I take a couple steps away the lights become very dim. I also noticed that when backup units respond I can only see their flashing headlights, while their emergency lights only appear when they get closer. I'm using VisualV and Better Emergency Lights  to brighten lights, additionally I have followed the common advice to changed the day and night default light values to 6000 and 1500 in visualsettings.dat. I have most graphic settings at high and ultra, with PostFX at Ultra. I believe all these steps improved the light brightness when up close but they are still dim at a distance. Is this just how GTA works or is there a solution for this? 

 

As you can see, the lights are very dim but it still reflects properly off the surroundings, and it is much brighter if I move closer.
