I got it to load and was able to go on duty, but looks like the EUP and all my custom cars disappeared. Do I have to reinstall? or is there a way to restore them?

Renaming the mods folder disables it, rename it to mods again and try installing these:

https://www.gta5-mods.com/tools/heap-limit-adjuster-600-mb-of-heap

Both the packfile and heap limit adjuster go in your main directory. The gameconfig comes with multiple options, I recommend the stock traffic option.

So I installed all 3 files. That went through.

 

I renamed the folder back to mods and when I tried to load it, it crashed again at the same point. When it says initializing.

This means a file in your mods folder is causing an issue.

Revert your previous changes. Have you edited any meta files?

I did edit the meta files to add one singular vehicle. It was working fine prior to that. 

 

How do I revert? Through the Rage menu?

No. If you edited any handling lines for example you will either have to go into the document and delete your changes or revert to a backup.

To make sure you know which exact file is causing the issue do this:

  1. Find the file such as "handling.meta"
  2. Save it to desktop
  3. Replace the one in OpenIV with the vanilla file (found in the game files)
