RPH Stuck in Infinite Loading Loop

Hi forums, I've tried both LSPDFR 0.4.7 and 0.4.8, installing the latest Rage Plugin Hook directly from their site, both by itself and with LSPDFR, and it's always the same result. Infinite loading, stuck on the initial RPH initialization splash screen, that is if it doesn't crash before it starts. Completely 100% fresh mod install, and up-to-date, otherwise vanilla GTAV install.

Remove everything inside the commandline (.txt) then save and close. Force Windowed mode. Rename mods folder to _mods (if you have one). If the problem persists try to load LSPDFR manually using LoadPlugins LSPD_First_Response.dll

Cleared the commandline.txt, forced windowed mode, didn't have a mods folder, and even with RPH by itself, no LSPDFR, same loading loop. Oh, and I tried making sure no plugins were loaded on startup and, of course, same result also.
