ELS wont work - Tried Everything

I have been to other forums to say reinstall openIV ASI, Reinstall the ELS, Restart computer, Everything I could find. Nothing is working. The original sirens are functioning as in the sound but not the lights either. I really am out of options.

Ok try downloading that:

What will this do? Just download it and it will magically work again??

Hopefully It should work, ScriptHookV runs ASI files 

Once you install it do the following:

Open the zip file (i recommend using winrar)

Click bin

Hold LEFTCTRL

And select ScriptHookV.dll and dinput8.dll

drag and drop both file into your GTAV main directory.

Done that, I will open LSPDFR and see if it works. One second.

For future reference, make sure you read a files description and requirements before downloading
For example, on the ELS page it has a note saying it requires SHV
