It isn't even making it to plugins, try renaming your mods folder _mods and see if it works then.

Does the game work if you don't run RPH? If no, try removing some SHV scripts, some can cause crashes. If neither of those fix it verify your game files.

It works without RPH, I will check my game files

So if I understand correctly you have done this:
Disabled the mods folder, that did not solve it
You verified your game files, that did not solve it
The crash is only occurring when you launch RPH if I understand correctly. Increase your plugin timeout threshold to 60000 and if you have a file named "commandline.txt" delete its contents and save it as an empty text file.

So you redownloaded LSPDFR and it worked properly without your mods folder but when you enabled it again the game continued crashing?
Undo any changes you've done since it worked properly and put them back in one at a time until you find what is causing the crash.

I have heard of ENB causing conflicts with RPH before, does it work without it?

Find any files with these names and delete/move them:

I'd suggest just moving them to a backup folder rather than deleting them.

Ok , I have delete my ENB, and the game launch but when the intro is end, it crash
