The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So if I understand correctly you have done this:
Disabled the mods folder, that did not solve it
You verified your game files, that did not solve it
The crash is only occurring when you launch RPH if I understand correctly. Increase your plugin timeout threshold to 60000 and if you have a file named "commandline.txt" delete its contents and save it as an empty text file.

So you redownloaded LSPDFR and it worked properly without your mods folder but when you enabled it again the game continued crashing?
Undo any changes you've done since it worked properly and put them back in one at a time until you find what is causing the crash.
