This issue is with your game files. Have you made any changes in OpenIV such as editing the handling.meta?

To check this rename your mods folder to _mods and see if the game loads. If this is the case you can find the issue and which file it is then fix it or replace it with a vanilla copy!

I replaced my original game folder vehicle.meta, but the game still does not load.  When i change the name of the mods folder as well the game loads fine.

The issue is with your mods folder somewhere. I cannot find what is going wrong for you. You can either find the cause and replace it or you will have to start afresh. Have you edited the handling.meta - that is an easy one to make mistakes in.

I installed this pack through lml.  Looks like the acutal vehicle got removed of the forum by mods.  I will try and attach some of the files.

Sadly I cannot download these as it is against the site wide guidelines to upload game files. I can suggest you replace all 3 of the files you have attached with the vanilla files and see if it makes a difference!
