I installed a couple things and I would like to know if anyone can probably see the problem. I believe its a plugin but I'm not sure. Thank you for anyone who can help.

Can you confirm that the game loads without RAGE?

Also what comes up? Does the game crash or do you get an error message?

So my game without rage crashes to desktop with no message.

 

With rage it crashes to desktop and says rage crashed and loads a crash report.

Are you still available? Or understandably a time zone thing?

So as it crashes without RAGE then the issue is with the game files. Have you made any edits in OpenIV such as the vehicles.meta file?

To double check if the issue is with your mods folder rename it to _mods and see if the issue persists!

Ill test my mods folder, sorry I was away for a couple hours.

So I changed "mods" to "_mods" and my game booted up just fine. 

 

I had installed two cars that used handling metas and vehicle metas to use the car. Does that mean I cant use those cars, I installed there metas correctly so I'm just confused on that.

In almost all cases it is the meta's which cause the issues. You may have copied them incorrectly i.e. leaving an accidental indentation or the lines may be wrong (less likely).

 

You can either find the issue and revert any changes that you have done, then try again.

If you can't do this then either use a backup, or you will have to start with fresh meta's from the vanilla files.

 

I find usually the issue is with handling. If you have to start with fresh files do the handling first incase the vehicles.meta is fine!
