can't download mods

I'm sort of new to this but for some reason I can't download any mods from lcpdfr. When I try to download them It downloads as a PHP file. I have winrar but it still doesn't download as a winrar file. Do you actually have to have a winrar license? please can somebody help.

    for things like ivdashcam.zip it will download in winrar file but when I try to open it it always says file is either damaged or unknown archieve
