The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

8is not a dlc its a replace of an old version and yes i installed into the mods folder it happen before it crashes even without RPH

    If the game is crashing then you have simply installed it incorrectly. 

    1. First I would revert to a backup - if you do not have one get it from the vanilla files. 
    2. Try installing the vehicles one by one until the crash occurs. If it is an oiv file rename it to a zip file. E.g. cars.oiv  -> cars.zip
    3. Make sure you are not installing them into Patchday 23 - use Patchday 22 : D
