Can't detain suspect in certain vehicles

I've noticed that detaining suspect in vehicle is not working on some vehicles. Not just animation feature, even opening the rear door with E key isn't working at all.

I've disabled mods folder and confirmed all vanilla law enforcement vehicles were able to open rear doors.

I made several vehicle mods, and it's frustrating that the feature is working on only few of them.

I've looked into my vehicles that are working fine, and can't figure out what makes it work.

Is it Flags on vehicles.meta? COL options? dummy location of door/handle?
