This is a Ragepluginhook file so this file you can find it in the Ragepluginhook installation or from the manual install of LSPDFR (highly recommend)

Still happening i deleted it and put a new one in from a manual installation not sure why everything else is working except when i get a call

I downloaded the current version of Rage and tried that to also did the reinstall of LSPDFR

Is recommended the manual installation. 

It could be .Net. Try to update your operative system and he will install the latest version of .Net Framework.
