Help with Vehicle Textures

(if this is the wrong place, please let me know)

I am struggling with Vehicle Textures, I have been adding some in with OpenIV to my mods folder, under either the most current patchday folder or the one specified in the mods readme file, and some times they will work (mostly with the CrownVic or the Charger). Most of the time, they are not in the game or appear as a splotchy green camo (the Tahoe 100% of the time fails).

The only mod I can't get to work are these, I am looking for a pack that is ELS compatible, and I am most interested in a Blane County Sherrif pack, with a Tahoe. I am also looking for a good package that has CHP/LSPD, but I am not sure if I can have that many textures? I also would prefer an easy OVI file but haven't run across any of those yet. If a package or separate pack has motorcycles & helicopters, I would be interested in those too.

When I got a Blane County Pack, it was all PNG files, and I was lost on that one...

When I get a pack or car to work, the ELS fully works, too, so I know I am getting the XLM and MetaData correctly placed.

I have tried a few others that are not listed here. I can add them on request, and yes I've watched a few tutorials but something isn't clicking obviously for me here.
