How to make a custom police car from a model provided?

1. For example I want to make an unmarked police car from a civilian model by putting some LEDs and lightbar.

What applications do I need? Anything special? I have a lightbar provided.

 

2. Adding a paintjob to make a marked police car from a civilian model.

3. How do I make license plate?  Using this?
