I am new to this I have made a few textures vehicles and audio mods but I have tried to make a call out and the LSPDFR staff have flagged it as an executable file, can anyone help me to understand what they his means and how to fix it ??

A plugin is an executable file, meaning that it can run stuff on your computer. The plugins need to be approved by staff for security reasons.
