Emergency Lights Cause Sky To Flicker.

So i love LSPDFR ive been playing scene 2017 but i build a new computer and the mods i used before don't work the same and it sucks.

The Problem im having is when ever i install visual enhancers or anything to make gta5 look good and the light brighter it causes my Sky and Night and Early Morning to flash in the same pattern as the emergency light and ive noticed it only does this with any car white flashing strobes in the back ive done multiple clean installs and nothing changers ive restored my NVIDIA 3d settings to see if that's it but its not, theirs no effect and im about to go crazy if i cant fix it. PLS HELP ANYONE.
