The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

 install the plugins well as I showed you, that is, create the LSPDFR folder and put all the plugins inside that folder out of the LSPDFR folder then in the plugin folder leave the two LSPD First Response files and the EUP Menu file

update: it's giving this error even when I delete everything that it wants etc: els and nativetrainer it still gives this error I don't know what to do anymore
