The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Seemed to be an issue with  Traffic Policer I think I added the wrong version. Then again it looks like they haven't had an update in a while I've been able to play but it seems its not working with all the features. 

EDIT: looking through the comments it looks like the posted a new version recently in March I'll try that out and see if its working like it should now.
