The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Just did a fresh install of gta 5 and LSPDFR because i was having the same issue before but it keeps on happening 

Don't know what to do LSPDFR wont work at all even without mods or pluguns
