The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So I downloaded ELS and it works on my cars and does what it is supposed to do but if the AI are supposed to be running lights and sirens the sirens and the lights and taillights wigwag but the lightbar only has say one or two lights on but they dont flash or anything. If anyone knows how to fix this I would appreciate if you could help.
