my gta loads up fine but when i type reloadallplugins it crashes after trying to load the plugins. i have no mods just LSPDFR and Rage plugin hook log attached if that helps also my load time is set to 60000

Try an alternative road: Try to open rage and click on the grey gear, go to plugins and tap the third option: "Load this Plugin on startup" and click on LSPD First Response Save and play Check if the game crash again. In this case please send your ragepluginhook.log file
