Hey I am also new to PC Gaming and trying to build a desktop that will be suitable for LSPDFR as well as FiveM. It seems that for LSPDFR you simply just need to follow the system recommended system requirements for GTA 5 where as for FiveM it is a little more significant in terms of requirements. 

Personally, I have put together the following https://ca.pcpartpicker.com/list/rJ6DFG and from my research it would be suitable to run FiveM or LSPDFR. You may be able to get away with less if you are only looking to play LSPDFR though. Please note I am definitely not an expert.

I'd personally stick with Intel for gaming, the i5-9400 is an affordable gaming CPU that will run amazingly. 

 

Here is a CPU comparison using the same GPU nearly 20 FPS difference from AMD to Intel and only a $20 difference. Let me know if you need anymore help 🙂
